# Is It Selling Me? > A graded record of 45 entities across 6 layers of the ad-data chain — platforms, retail media, publishers, adtech, brokers and identity graphs — scored on three questions: what refusing costs a person, who receives their data, and whether the refusal covers everything. Every grade is derived from a published rule applied to a dated clause the company itself published, quoted verbatim and checked character-for-character against an archived capture; the build refuses to publish a quote that is not in its cited document. Grades run A to F, and Unrated is a first-class state: 6 of the 45 currently counted publish documents that never say what refusing costs, and silence is reported rather than penalised. Policies are re-archived daily and every quoted clause is checked against the newest capture. A grade is a statement about a document, not about a company's intent or lawfulness; the methodology page says what documents cannot establish.
